Please go to https://gcc.gnu.org/ and read about it. If it is gfortran
you are interested in, take a look at the gfortran wiki
https://gcc.gnu.org/wiki/GFortran.

gcc is free and is the "backbone" of most Linux distributions and is
available on all of them. Be aware though that if you are going to be
writing code for distribution, whose source you cannot disclose, you
had better read the GPL licence carefully.

As to how long it takes to get started, how long is a piece of string?
10 minutes to write "Hello World" and a tad longer to write a
turbulence simulation on multiple processors.
