So the bad news seems to me that AWS provides crap partial repos.  I've
got CentOS-7 - SCLo rh and CentOS-7 - SCLo sclo and I can't get the base
RHEL repos in there.  Does anyone have any thoughts on whether the normal
centos 7 repos will work for this? base, updates, etc?
