I upgraded one of our Foreman installs from 1.14.3 -> 1.15.6 -> 1.16.0
yesterday, and when attempting to run `foreman-rake db:migrate` the rake
task throws:
I see that there’s a [similar issue open for Rails
5](http://projects.theforeman.org/issues/20457), not sure if that’s
related in any way.
