I understand now what you want.
For that, you need to set row height.
This can be computed at XSLT stage:
<xsl:variable name="rowHeigh"
value="concat($availableHeight div count($myInputData/row), 'pt')"/>
...
<fo:row height="{$rowHeigh}">
...
</fo:row>
