Plus I just realized that even if the channels work like I'm hoping, how in the world do I actually use them? My MIDI files can only have information for indicating one of 16 channels so how would I tell FluidSynth to use channel 17? I guess there could be a specific control_code or something to indicate switching to a different bank of 16 channels?
