It is not an environment variable. It is a shell script variable, used by an init script that sources a configuration file located in /etc. The interesting part here is the configuration file. A text file in your /etc directory that defines some system wide settings (for all users) that usually may be overrided by configuration files in each user's $HOME. This is what TiMidity++ does, for instance, without needing environment variables.
