Oh, it'll work...and trust me: as a guy who (other than this one
machine I'm on) every machine I have is obsolete in the eyes of Windows
guys. A 32M card is like complaining how hard it is to get memory for a
486 anymore. At one of the repair depos for which I work, they throw
away 64M cards. Really; $10 or so will get you a good, solid card. $50
will even get you one that does a really great job AND a warranty, too.

Good news: that sucks SO bad, it doesn't suggest your card is bad,
but rather the rendering isn't turned on. :/
Now I don't know what has to happen (any more) to make the right on
Windows, but it sounds as if the OpenGL or DirectX isn't kicked in.
Even on a P3, even in Windows- it sounds like your configuration is bad.
When you download that iso (get the Desktop version!) boot from it
in this machine. It won't touch the hard drive unless you tell it to
install. Meanwhile it'll let you look at all the details of the
machine, without the complications of Windows.
"lshw" will tell you more about your hardware than you've probably
ever known before. There's a log on virtual terminal 1 that shows what
it's learned about the machine, etc. It's also a great way to get files
off a corrupted Windows box so you can make that day-saving transfer
before you flush and fill it! It's handy. And the "memtest" option
lets you literally test ALL memory, hard. Leave it on all night on
machines that aren't quite right. It'll work it out.
