Hitting enter all the way through won't work because the default option 
is whatever is currently in the configuration file (fink.conf).

Use 'fink configure' again, and when you see the message:

"
Which directory (absolute pathname) should Fink use to build packages? 
(If you don't know what this means, it is safe to leave it at its 
default.) [default.build]
"

hit the space bar and then return.  After you do that you can hit the 
return key for the rest of the questions and that should get this 
straightened out for you.

The note about "safe to leave at its default" really applies mostly to 
the initial install.
