[FFmpeg-user] SCR (System Clock Reference)

Does FFmpeg provide any way to write packet SCR (System Clock Reference) (i.e., at PS_PACKET_HEADER + 4 bytes)? I will need to rewrite SCRs for all ps packets via a math eval. 

I searched but could not find.
