The slow down happens with all MP4 and MOV files, but if you just want
a long sample that makes it obvious, yes ffmpeg can make it.
Probably something like (untested):
ffmpeg -f rawvideo -pix_fmt yuv420p -s 32x32 -i /dev/zero -t
24:00:00.00 out.mp4
