This broke all fate instances that have htmlpages enabled, as this broke "make install" whenever building out of the source tree - the html files are generated and exist in the build tree, but the css files don't.

(Adding .css to the list of extensions that are set up with vpath in the main Makefile might help a bit, but the install command would need to be updated to take that into account too.)
