I am working on getting local numpy indices to work for GenericVector (see other email). It became more involved than I anticipated. Basically implementing the fixes I suggested in issue 54 https://bitbucket.org/fenics-project/dolfin/issue/54.
However, I am not sure it is the best solution to push this just before a release. But then it is probably not that good to keep the interface as it is now, with some operations being done with global indices and some with local.
