A big "Thank You" to Yaroslav for pointing me to double check my REGEX
expression. He was wondering if something in it was chopping off the last
digit of the IP Address from the logs. I didn't know it was even possible.
But after checking my crudely made expression, I did find an error and
removed it.
After that, the complete address was now banned, which also solved problem
#2 of no logs lines being sent in the email.
And a second "Thank You" to Yaroslav for having me look at the file
"config/action.d/iptables-blocktype.conf" for the REJECT vs DROP issue. It
turns out that file was not the source, but it did give me the folder to
look in. In there I found the file "shorewall.conf" which was set to
"reject". I reset it to "drop" and restarted and now all is working good!
Thanks again.

look into config/action.d/iptables-blocktype.conf
