to help debug this you will probably need to supply the following info

the output of dmesg (excerpt the line where it says something about your modem)

the output of lsmod so that we know what kernel drivers are already loaded

You should also make sure you can find thhe modem configurator (this will depend on your desktop/distro) in a pinch you can use pppconfig

Most likely a Win-modem. You might have to spring for a hardware
modem for reliable use in linux.
