A missing dependency is possible.
I haven't tried to install Epoptes on Ubuntu server.
In proper installations, running the command "twistd" should list Epoptes as a
"Command":
# twistd
...
Commands:
conch A Conch SSH service.
dns A domain name server.
epoptes Epoptes Daemon
...
