Alkis Georgopoulos proposed the following answer:
There are 2 epoptes processes.
One system process that starts from /etc/network/if-up.d/epoptes-client.
And a session process that starts from /etc/xdg/autostart.
It sounds like Xubuntu 16.10 doesn't launch the if-up.d scripts.
Unfortunately non-LTS Ubuntu releases are not a maintenance focus...
Maybe you should use 16.04 instead.
