This file has been removed from our installed tree as it is a private header. There was at some point an issue where that file was installed. You might either have it in your installed directory and it is creating some confusion with terminology build, or you are unlucky and you did install a broken revision of efl. If you did update from git recently, I would recommend to just update efl and try again.
