That was my suspicion - thanks for the confirmation! :-(

Brainstorming workarounds:

  * Run Xfig in a virtual machine, and - within that machine - use
    `xrandr` to scale the entire desktop.

  * Run Xfig within a VNC server on the local machine, then connect with
    a client that supports scaling, for example [gtk-vnc][1].

  * As above, but with NX.

  * Implement pixel doubling in Xaw.

Other suggestions?
