if this is a recent chromium, then i suspect "yes". chromium s of v34 duped gtk
with a home-grown xlib direct backend of theirs (called aurora) and as of that
all sorts of stuff has broken. behavior has gone down the tubes.

you know alt+click (drag to move) will raise anyway... so if you do that...
