I also use gallium on my laptop.
The sequence in which you install the packages is down to portage, but I just
followed the installation sequence suggested for the manual installation on
the enlightenment website. My original problem was that I had remnants of
packages that were from the 1.7.9 version and no longer required (actually
they are blockers).
Something else to check is that you have (re)moved your ~/.e directory and let
e18 set up a new configuration.
