There are at least two other implementations:

easy_efl: http://omicron.homeip.net/svn/easy_efl
git_e17: https://github.com/ObiWahn/git_e17

Both are in active development, but i don't know how they are. I am 
stuck with stable e-0.17.1 because I need a stable system for now.
