I guess raster tried to say "Tizen IDE".
There is no official Eclipse "Project" that you can work with "Tizen IDE".
No GUI builder, no template.
Maybe we can do that with Tizen IDE if you do some correct configurations
but still no GUI build and no template.

Tizen build repository server already has EFL and GBS build tool works fine
with EFL.
Tizen Emulator and reference devices have pre-installed EFL libraries.
So you can just write your EFL apps and build/package it with GBS.
But still EFL is not an official native framework for 3rd party devs.
