since the others have been answered. this above is a problem with your pam
config. on most linux distributions, pam ALLOWS you to authenticate your own
password as a USER (you don't need to be root). so all e17 does is ask PAM to
authenticate your PW. as i understand it, the bsd's don't come this way, thus
you'll have to figure out how to fix PAM.

likely enlightenment_sys has had its setuid root bit removed OR the
sysactions.conf is not permitting your user id/group to do these things. that
file (sysactions.conf) is meant for the system integrator to fix up so it does
the "right thing" for that OS. :)
