rc.local is executed on boot time, so it doesn't have any effect until
you restarted your system
there's no difference whether to launch it on boot or using normal
shell, it's just some sort of automation if you placed it on
/etc/rc.d/rc.local

use --enable-gtk-doc in the configure parameter
