Scratch that only Tcl/Tk apps thing - I just realized this works with
all windows.  I guess I only ever have git gui and gitk overlap :)

This looks different than #485 - I can reproduce even if I
disable "Refocus last window on a desktop switch" and "Revert focus
when it is lost".

If no one knows a workaround, I'll enter it in trac.
