I think you mixed some information. E17 is a windows and composite manager. It replace compiz and a windows manager. E17 use the EFL to do the rendering. The EFL and Elementary are a starting replacement for QT or GTK. Maybe when you are speaking about Compiz, you are thinking about doing nice graphical effect, look at Edje, that what you are looking for.
