there's a 'language' module, but it's not working with the modern Xorg. i can suggest the simple old-day well known and well forgotten. let's say you're using us-ru layouts. just type as an ordinary user:
setxkbmap -layout us,ru -option grp:lctrl_lshift_toggle,grp_led:scroll -variant winkeys that's it.
