there is obviously some difference in what x apps are started between entrance
login and startx - likely diffenrences in init scripts (.xinitrc vs .xsession
vs system Xsession or .desktop files).. you can change the keymap at runtime
with x utilities - gnome-settings-daemon may do it for you. but if the keysyms
do not exist when e starts - the grabs will (sliently) not work.
