if you have an ~/.enlightenment dir then you're running an old
version of e16, so no eap files.
in that version of E there should be a menu item called "regenerate
menus". if you do not get any menu, you can always do yours by hand
as follows.

create a text file ~/.enlightenment/file.menu and put in there a row
for each menu item you want to be shown like this:
"displayed name" /path/to/icon/file (or NULL) exec "command"
you can also create a menu hierarchy, in this case you have to put a
line like this for every submenu:
"displayed name" /path/to/icon/file (or NULL) menu "/path/to/menu/file"

if you still don't get any menus, file a bug ubuntu packagers and/or
download a recent version of E to build yourself.
