Fixed, Kinda the "search path configuration" dialog was not writing its config changes out to disk. This was an easy fix.
However, the "wallpaper settings" dialog does not actually search these directories. It currently only searches the ~/.e/e/backgrounds directory. It seems to me that raster is looking to overhaul this "background settings" dialog so I will leave this bug fix up to him.
