Bling will do everything xcompmgr will do, allowing you to have dropshadows on all windows to the windows below them (not just on the desktop), and have menus and windows fade in and out. Bling will go the extra mile beyond xcompmgr, allowing you to have smooth transitions when you change focus to another window and automatically setting the inactive windows slightly transparent.
I don't know how much more it's possible for Bling to do -- compiz really goes nutty with the swaying windows and rotating virtual desktop cube -- but it is pretty cool (although not really configurable just yet).
