[e-users] restarting e17 doesn't swtich language to Japanese

Hi all

I've just updated only e17 , and removed all the configuration
files under .e/e/config directory to make things clean,
then restarted e17. But the main e17 menu shows some empty
squares for each Japanese menuitem. All the Japanese words
on all the dialogs seems to be empty squares.
Both "LANG" and "LC_ALL" in my shell are set to ja_JP.eucJP,
and those variables are set to the value before executing e17
in .xsession as well.
Also enlightenment_remote -lang-get returns "ja_JP.eucJP":

  $ enlightenment_remote -lang-get
  REPLY <- BEGIN
  REPLY: "ja_JP.eucJP"
  REPLY <- END

What's happening to e17?
