Nope.
I can even switch themes from Blue-eyed and back
to Blue-eyed and the engage module will disappear and
reappear.

It might be that you have to restart enlightment after you switch themes. I have found that occasionally modifying gadgets, themes etc can put engage into a funny state. Sometimes this is fixed by simply starting a new application and so forcing a new icon to be added to the engage display, and sometimes a restart is required.
Might be worth a try.

It only shows up when the Blue-eyed theme is used. For all other themes, it loads, and if I go into edit mode, I can see the edit bars, but there are no icons in it.

I CVS'd the enage module today, in enlightenment/misc/engage, and I updated e17 last week.
