Devilhorns (Christopher Michael) has been doing the bulk of the work in setting those up, so he will know for sure. These are my guesses. Some of them have been moved from elsewhere in the cvs, others are ones that Devilhorns is responsible for, and some are get-e.org modules. Not all of the get-e.org ones have been put into e_modules, as it is up to the individual module authors to make that decision. Some of them will be installable by the user, others will need root to install them. Try installing them as a user first, if that doesn't work, you probably need to be root.
