not all apps use the netwm fullscreen hints/messages. some do fullscreen "DIY".
so you can't say much more unless you know which one the app is doing.

ibar doesnt change how it executes things at any time - always does it the same
way - going through the same exec wrapper calls as executing from a menu or a
key binding.
