it's been put at the bottom for several reasons.

1. safety - so you dont ACCIDENTALLY click the close menu. i szuggest one day
you take a look at your parents using a mouse. mine can barely control their
motor skills with it - they click and MOVE the mouse every time. where *I*
would simply click and never even have the mouse move a single pixel - they are
completely incpapable of clicking without making the mouse move at least a few
pixels. the fact is - that makes "dangerous" menu items at the top a BAD idea
as they can acidentally select them EASILY. if u want a one-click close, there
is a close button - you CAN bind a mouse binding to close if u are a power
user. you can also use the default ctrl+alt+x to close too. for power users
there are a plethora of ways of making this close action EVEN faster - but as
such it is a bad idea for usability design to have the dangerous menu items at
the top - thus much more harmless ones are up there. we've had this argument
before and the menu was re-arranged as a result of someone pointing this out.
there is no way to have a custom layout - so you get the "safe" one as it is a
better default.
