did you install E in a different PREFIX than previous installations?
to make E find its applications you should run it in an environment
where the PATH variable contains the dir containing those apps.
in my case, as I use startx, I edited xinitrc to set the PATH before
running E:
PATH=$PATH:/opt/e17/bin
esd &
xscreensaver &
exec /opt/e17/bin/enlightenment
