the config.eet  file should be there you'll have to open it there and edit 

or just type engage from the terminal to launch  and right click the
engage bar.
make you changes ( you'll need examine installed to do this) and apply
  now log out and you should have a setting to save current changes
(gnome does) rthis way, engage gets launched when you log in and
*should* use the last settings that were saved to it.   I would check
the file size of the config.eet before and after you make changes. 
For some reason, the settings sometimes don't get written to the
config file.  Well at least that has been my experience with the
settings
