It looks like you need gettext-devel.
Depending on from where you got imlib2, you may or may not get trouble
with the line
PKG_CHECK_MODULES(IMLIB2, imlib2 >= 1.2.0, have_good_imlib2=yes)
in configure.in. It is safe to remove this line, but e16.8 will *not*
work properly unless you do have imlib2 >= 1.2.0.

The only problem was that I lost all the key combinations I had assigned
with e16.7 (WIN-right for "move to desktop on right", WIN-X for launch rxvt
etc etc)

"Legacy e conf tool" seems to be removed from the menu, I guess I need to
install e16keyedit to configure them again?

Is there a way to convert the key assignments from the e16.7 config to
e16.8?

I doubt the "Legacy e conf tool" can do anything useful for 0.16.8.
There is no simple way to convert the old keybindings. However, the new
keybindings file format (defaults in /usr/share/e16/config/bindings.cfg)
should be quite easy to understand.

I tried copying .enlightenment to .e16, but that only restored my theme
settings, not the key mappings.

Renaming .enlightenment to .e16 is likely to cause nothing but trouble.
Configuration files have changed entirely between 0.16.7.x and 0.16.8,
which was one reason for renaming the configuration directory.
README-0.16.8 contains some more info you may find useful.
