The point is that NOT_RELEASE has no meaning to rpm.
In mandrake, at least, were this and actual pre10 release we would do so
as such
%define ver 0.17.0
%define rel 0.pre10.1
If it is a cvs snapshot rather than an actual pre
%define ver 0.17.0
%define rel 0.<date of snapshot>.1
Pkgs you build and offer to others Should adhere to the policies
used by the distribution you use.
Doing otherwise may place any whom use your rpms at risk.
