Yes, you are right. Group settings seem to be lost when all members are closed. I'll make a note of it and hope it gets fixed :)

Further tests show the following.
You were right, grouped windows are not follow the "Raise/Lower" property setting, so only raising window appears above others covering it, but not an entire group.
Group itself disappers not only when all its windows are closed, but also when they iconified. When one window from particular group iconified and deiconified, it no longer belongs to the group it used to.
This is Enlightenment v 0.16.6 as of 2003/11/05, may be it's too old and I should get a new one.
By the way, is there any way to list all the groups existing? Through "eesh" one can view a list of all windows, themes and other data, but what about groups? Or am I overlooked that option?
