As things are in CVS, default is to use imlib2. When using imlib2, fnlib
support is turned off as it requires imlib1.
Current CVS can also be configured to use imlib1 (--without-imlib2) and
then --with-fnlib comes into play.

The functionality you are missing is support for Fnlib fonts.
I am not aware that they are used in any theme, and nobody seems to have
noticed missing fonts.
