Thanks for the pointer... By removing an "if" statement i got the old
behaviour back. Here's the diff against version 1.63 of arrange.c,
freshly pulled from CVS:

I think my reason for changing anything here in the first place was to make it less likely that windows with dont-cover attribute (epplets, gnome panel) got covered.
I don't think it was a very successfull attempt.
Maybe you could sort that out, now you know the code :) :)
