To get e16 and the epplets working on RH-8.0, RH-9, or Fedora Core 1 you should install the rh9 rpm's, i.e.
fnlib-0.5-2.rh9.i386.rpm enlightenment-0.16.6-1.rh9.i386.rpm epplets-0.7-1.rh9.i386.rpm
Any missing dependencies should be installed from the distribution.

It looks like you haven't installed the e16 rpm? If you installed e16 from source, you can install the epplets rpm with --force.
