Just an idea - and i know this wont keep it on top - but it will raise
it from a keybinding or button or whatever - 

in your keybinding you could use eesh to raise your target window like
so.. this raises xmms main player window

 eesh -e "win_op `eesh -ewait window_list | egrep "[a-z0-9 ]+: XMMS
[^Equalizer|Playlist]" | awk '{print $1}'` raise"


I did look for the stacking setting in eesh help although i didn't find
it - it may well be there ? 

there may be more effective ways to get the window code perhaps? i don't
know much about eesh, just what the help told me.
