Some themes that I downloaded seem to be broken insofar as the backgrounds I saw displayed in the corresponding screenshots do not appear to load. Everything else appears to work fine. Not sure where to look to repair them. Is there a theme FAQ that explains the structure of themes.. how to create one etc..??
In the desktop background properties dialog, there's a checkbox for using backgrounds supplied by the theme. Not sure what they default is. Also, as already mentioned, not all themes include a background(s). The background in the screenshot you saw was "manually" setup by the user.

Thanks to both for confirming what I was beginning to suspect concerning the absence of background pics in a number of themes.
I agree that deconstructing an "official" theme such as the default theme and then creating a similar one is the best way to learn. It would be a lot easier if there had been some document that describes the theme directory structure and syntax of the .cfg files. Coming from a "smaller" window manager - Window Maker - that has plenty in terms of user level documentation I am surprised that something as feature-rich as enlightenment does not come with a detailed manual. Not that I am complaining.. just thinking that many folks might feel completely lost and give up after a couple of hours rather than investigate further..
I did manage to 'repair' a few themes by copying jpg/png.. files that I found in .enlightenment/themes/backgrounds/images to .enlightenement/backgrounds, and manually setting the backgrounds in Desktop > Backgrounds. Trouble is these changes are lost after switching to a different theme. Also noticed that some of the themes where the background did not materialize do not have a themes/backgrounds/images subdirectory. Some have a themes/bgs/ directory for instance.. some do not have an images directory (the bg's are at a higher directory level - in the themes/background directory..). On the other hand, some themes - such as pipes3D or Fossilsof the Machines worked straight out of the box - ie. all four backgrounds appeared on desktops 1-5, 2-6, .. etc the first time I invoked them. So it is definitely a packaging issue in this instance.. possibly due to some themes being built for earlier versions of enligthenment (?) ..
As an aside I have also started experimenting with Eterm and I was wondering if this is the right place to ask Eterm-related questions.
