If we're looking for a background wouldn't it make more sense to look in the _background_ directories before looking in the theme directories? Sure, the themes can hold backgrounds, but if the user is setting their own bg, its most probably in the backgrounds directory. So, wouldn't it make sense to search the background directory first, then the theme directories.
