core: HotPlugNicVDSCommand should send "linkActive" to the vdsm. - If "linked" property on VmNetworkInterface is true 'linkActive-> true' should be sent to the vdsm Otherwise- 'linkActive-> false' should be sent to the vdsm - If network name is null it should be sent. - CanDo should allow null network.
