Currently the answer file is copied via scp from the first host while the others are recreated from that running hosted-engine --deploy on each host. We are going to store that as vdc_options to be available when the user will run an enhanced host-deploy to add additional hosted-engine hosts from the Web UI (see https://gerrit.ovirt.org/38547 ).
