Example manage-domains can have actions: add,edit,delete.
so I will have in arguments.properties:

add.arg.domain.name = domain
add.arg.domain.mandatory = true
delete.arg.domain.name = domain
delete.arg.domain.mandatory = true


now user says:
$manage-domains delete --domain --xyz.

If I won't know what the action is, I can't say, that user specify incorrect 
arguments. Now I can see, there is now 'xyz' argument for delete action, please 
correct your command.
